Run the cold tap first
Fill a white cup from the cold side and a second from the hot side, and stand them next to each other on the counter. White matters, because a stainless sink flatters both.

What the sacrificial rod does until it cannot
Every glass lined steel vessel contains a rod of magnesium or aluminum hanging inside it, threaded in at the top. The metal is chosen to be more electrically reactive than steel, so the corrosive chemistry in the water attacks the rod and leaves the shell alone. It is consumed on purpose.
The rod is finite. On moderately hard supply with an appliance in daily use, a standard magnesium rod is largely gone somewhere between the fourth and the seventh year, and once it is spent that same chemistry has to find something else to work on.
The next thing available is the steel of the vessel itself, wherever the lining is thinnest or has crazed under heat. Iron oxide from that reaction goes straight into the stored water and arrives at the hot taps as color.
So brown hot water is not really a water quality complaint at all. It is the appliance reporting that its protection ran out some time ago and the shell has begun taking the damage. The clock on the tank started well before the color showed up.
Replacing a spent rod is inexpensive and worth doing while a vessel still has years in it. Fitted to a unit already past ten with rust in the water, the same part is protecting a lining that has already been compromised, and it buys far less than it would have bought at year five.
Galvanized piping in the older housing stock
Houses built before the middle of the last century in this metro were plumbed in galvanized steel, and plenty of that piping is still in service. The zinc coating protects the inner wall until it wears away, after which the steel underneath corrodes and narrows the bore with rust scale.
The signature differs from a tank problem. Color is strongest on the first draw of the morning, improves as water keeps moving, and shows at some fixtures more than others depending on which branches were replaced over the decades.
Weak pressure at the hot taps in these houses is frequently the piping rather than the appliance, and swapping the heater changes nothing at all. A pressure reading at a hose bib and a look at the exposed runs in the basement settle it quickly.
When the source is the street
Utility work moves iron sediment through mains and into houses. Hydrant flushing, a main break, a valve exercise, or a heavy draw during a nearby fire all reverse or accelerate flow in a way that stirs up material which normally sits undisturbed.
The tell is that neighbors have it too, it affects the cold side as much as the hot, and it clears within a day or two of taps running. A quick word with anyone on the block is faster than any test you can run indoors.
The sensible response is to wait it out, run an outside spigot rather than an indoor fixture to flush the line, and hold off on laundry until it clears, since iron sets stains permanently in fabric once it dries. Cleaning the aerators afterward is worth the ten minutes, because they hold debris and keep releasing it long after the water has run clear.
A rotten egg smell is a different fault
Sulfur odor at the hot tap gets grouped in with rusty water constantly, and mechanically it is close to the opposite situation.
The smell comes from sulfate reducing bacteria living in the stored water. They produce hydrogen sulfide gas by reacting with a magnesium rod that is still working, which means the odor is evidence of an active rod rather than a spent one.
That is the part people reliably get backwards. Color says the rod is used up and the shell is next. Smell says the rod is very much present and doing its job in a way you happen to dislike.
The usual correction is a change of rod material, either to an aluminum zinc alloy or to a powered rod that consumes nothing. Chlorinating the vessel and running it briefly hotter knocks the population back for a while, and the bacteria return unless the chemistry itself changes.
A smell arriving at both hot and cold taps takes the appliance out of it entirely. That is the supply, and most often a private well.

Iron in drinking water is an aesthetic problem rather than a health one at the levels a corroding vessel produces. It stains sinks and laundry and tastes metallic, and none of that is the same as unsafe.
The reason to move quickly is the appliance rather than the glass of water. Visible rust means corrosion is underway inside something that holds pressure, and that process only ends one way.

Can I just replace the anode rod and keep the tank?
Sometimes, and age decides it. Under about seven years with color only just appearing, a fresh rod is a sound investment. Past ten it is being fitted to a lining that has already let go somewhere, and the discoloration is unlikely to stay away for long.
Why is only the hot water discolored?
Because the reaction producing the iron happens inside the storage vessel and nowhere else. Cold water bypasses the appliance completely on its way to the tap, so it stays clear, while stored water carries the product of that corrosion out with every draw.
