Rule out everything outside the appliance

That striker is a lighting aid for a standing pilot, not an automatic ignition of any kind. Sealed combustion designs go the other way and hold no standing flame at all, firing a hot surface igniter only once heat is called for. Either way the sequence matches: something small has to prove itself first, and only then is the main burner allowed any fuel.
Look through the sight glass near the base of the jacket. A dark chamber means no flame at all. A steady blue tongue with nothing larger behind it means the pilot survived and the burner is being held back for some other reason.
No flame anywhere in the chamber usually traces to the thermocouple, a thin probe that sits directly in the pilot flame. Heat generates a tiny voltage across it, and that voltage is the only thing holding a safety magnet open inside the control body. Let the probe weaken and the magnet drops, cutting fuel to the pilot within seconds.
A pilot burning normally while the burner stays dark shifts suspicion to the combination control mounted on the front of the jacket. That casting houses the thermostat, the safety magnet, and the main valve in one body, and it gets replaced whole rather than opened up.
The electric chain, from breaker to element
Power lands on a terminal block, passes through a safety cutout, and reaches an upper thermostat that decides whether the top element or the bottom one is energized. Only one of them draws at a time, by design.
Zero hot water at every fixture on an electric appliance is an upper-half problem. Either the cutout has opened or the top element has burned through. That is the single most useful diagnostic fact on this page, since it eliminates the bottom half of the unit from consideration immediately.
Before any of that gets looked at, switch the double pole breaker off at the panel and leave it off. If it was pushed back on during the checks above, put it back off now. A button that opens again within a day or two is reporting a second fault rather than a nuisance trip. A thermostat welded closed and an element shorted to the shell both keep adding heat with nothing to interrupt them, and the cutout is doing precisely its job by opening.
An element that has burned open reads as an open circuit on a meter across its terminals, with one lead lifted from its screw so the reading is not travelling back through the thermostat. On a circuit already switched off and verified dead, it is a one minute check, and it is the whole difference between a diagnosis and a guess.
Reading the difference between the two paths
Timing is the tell most people reach for, and it is only half reliable. A gas failure is usually abrupt: hot last night, stone cold this morning, because a pilot either burns or it does not.
Electric can be every bit as abrupt, which is where the folk wisdom about a slow electric decline falls apart. A cutout that has opened or an upper element that has burned through takes every fixture at once, with no warning and no fade beforehand. Three facts shorten the conversation more than any description of the sound it made: fuel type, the build date off the data plate, and what the burner chamber or the reset button showed when you looked.
The data plate is a sticker or a stamped panel on the side of the jacket. Serial numbers encode the manufacture date on most brands, and a unit built past the twelve year mark changes the recommendation regardless of which component turns out to be at fault.
